This coin is very rare, and was struck in a year of historic significance. In February of 1726, the Empress created the Supreme Secret Council, to deal with "matters of exceptional significance." The six council members in effect became her personal advisors to such a degree that they ruled with her. In fact, when she died the following year, she appointed Peter to succeed her but nominated the Council as regent. Catherine I was Empress of Russia for a mere two years and three months.
